Any scooter with an engine size of 50cc or less does not have to be registered or titled or insured and does not require a motorcycle or moped license to operate as long as you have a current drivers license for a regular vehicle.
If you do not have a regular drivers license then you can't drive the 49cc scooter unless you have a moped license to operate the 49cc scooter.
But if you have a regular drivers license you can legally drive the 49cc scooter and like I mentioned above there's no need to title, register or insure the 49cc scooter.
That goes for any scooters under 50cc in engine size they do not require a special license or insurance or registration however they do require at least a regular drivers license.
