A car only needs to have car insurance when you're driving the car unless you're financing the car through a auto finance company.
The auto finance company will require auto insurance on the vehicle until the vehicle loan is paid off in full and the title is in your hands.
If you own the car outright without any financing then you can keep the car without auto insurance until you drive it.
I've bought a used car before and it needed some work and I let it sit without auto insurance until I got it fixed and it was no problem.
So if you don't drive the car and have it paid for then you don't need any auto insurance on the vehicle and it would be a waste of money to insurance a car that you're not driving.
Only insure the car when you're ready to drive it.
