Babies younger than 18 months old should not eat any Queso Fresco as it could contain some Listeria which can cause the Listeria Disease.
If you do cook the Queso Fresco yourself and make sure it's cooked very good then the baby could eat some Queso Fresco.
But I would advise waiting until the baby is at least 18 months old or older before giving the baby or toddler some Queso Fresco.
It's not worth the risk of infecting your younger baby with listeria which can be deadly if not treated in time.
If you make the Queso Fresco yourself and use pasteurized milk then the Queso Fresco would be okay for the younger baby to eat.
Pasteurized milk does not contain Listeria so the baby would not get Listeria from it.
