When a toilet keeps running and won't shut off when the tank becomes full it can be caused by a few different things but those things are easy to fix.

First I would check to make sure the toilet flapper is sealing inside the toilet tank.

The toilet flapper is the piece of rubber that is hooked to the chain that lifts up when you push down the toilet handle.

If that flapper doesn't go down all the way or is not sealing properly then it will constantly drain water out of the toilet tank causing the toilet to run all the time.

Reach your hand into the toilet tank and press down on the toilet flapper to see if it seals and if it does it could be that the chain is not adjusted properly or that the toilet flapper is dried out and needs replaced.

Replacing the toilet flapper is cheap and easy and all you do is unhook the old toilet flapper, take the old flapper to the store and buy a new toilet flapper for around $5.00 which is not that expensive.

Then just hook the new toilet flapper onto the toilet where you took it off.

Adjust the chain and it should seal properly.

If that's not the problem then your float on the toilet fill valve may need adjusted so that it will turn the water off once the toilet gets filled.

You can also buy a new toilet fill valve for around $10.00 to $20.00 as it could have debris inside it not allowing it to seal properly to shut off.
