When burying water lines in the state of Kentucky the water lines must be buried a minimum of 6 inches below the frost line in the ground.

The frost line in the state of Kentucky is between 27 inches to 33 inches but I would go at least 3 feet below ground to be safe or if you can bury the water lines at 4 feet deep that would be even better.

I always just bury water lines at least 4 feet even when the frost line is only 2 to 3 feet.

There's nothing wrong in burying the water lines deeper than required because in some rare cases the frost and freeze can get way below the frost line some winters.

Bury the water lines at least 3 to 4 feet below ground and you should have no problems with the water lines freezing up in the winter.
