When someone is an outcast it basically means that the person who is an outcast has been rejected by society and basically the outcast person is unwanted by their peers or by the location they are.

I used to be an outcast in school in elementary school and I was still an outcast when in high school and the town I used to live in.

I was always rejected by the people in my hometown and felt unwanted but I moved later to another state and to another town where I'm no longer an outcast and people here are not rejecting me like the people in the town I used to live in.

So sometimes you may be an outcast in one town or location but in another town or location you may be welcomed with open arms and you'll no longer be an outcast.
