As long as the toys you bring are in reasonable quantities for your children to play with on the plane and not in excess then yes you can bring toys onto an airplane.
The toys you bring on the airplane will need to be able to fit in an overhead compartment or under the seat with no problems.
Check with your airline to make sure the toys are able to fit onto the plane that you plain to bring with you but just do not bring too many toys as it can get crowded.
But bring enough toys for the kids to stay occupied during the flight is perfectly okay whether they're battery operated toys or just plain old toys.
