When you're collecting rainwater from your roof or from the sky in rain barrels or tanks that is not illegal in Florida or any other state.

What is illegal though is damming up creeks and streams to save all the rainwater for yourself and not allow the rainwater to flow freely and naturally through the creeks or streams.

So you can collect water from a stream or creek that runs through your property but you cannot dam up the creek to stop the water flow and keep all the water for yourself.

As long as you let the water flow freely through the creek or stream it's legal to keep some of the water and pump it from the creek or stream to water gardens etc.

So you can collect rainwater from the creek, stream or roof or from the sky in rain barrels or water tanks but you cannot blocks streams and creeks from flowing.
