The human eye is an organ which reacts to light as well as pressure to allow us humans to see.
The human eye is a sense organ and contains Rod and cone cells in the retina which allow conscious light perception and vision including color differentiation and the perception of depth.
Our eyes then contain muscles that allow our eyes to move up and down, left and right and even allow our eyes to roll.
The muscles in our eyelids also allow our eyelids to blink and and open and close.
So yes the eye is an organ and not a muscle but the eyes do contain muscles that are attached to the eyes.
