I've used several Allpoint ATM machines during traveling to different states and never have I been charged an ATM surcharge fee to use my card at those Allpoint ATM machines.
As long as the bank is participating with the Allpoint ATM machine companies program then you will not be charged an ATM surcharge fee.
If your financial institution or bank is not participating with the Allpoint ATM company then you will be charged a fee but if your bank participates and your card mentions Allpoint ATM on it then yes you can use it free of charge at every Allpoint ATM machines.
