Regular newspaper without the glossy coating should not create any creosote in a wood stove chimney or in a fireplace chimney.

I've used newspaper before to light a fireplace I had in a home I used to live in and never had it been a problem nor did it build up creosote.

I also use newspaper in my wood burning stove to get the fire started and I don't have a problem with any creosote buildup in my wood stove pipe either.

I do clean out my chimney though every year myself and although there's not much creosote buildup it's still a good thing to clean the chimney yearly.
