A female Quail lays from 12 to 13 eggs at most so the quail can and usually has around 13 baby quail.
Sometimes a quail in rare cases may lay up to 16 eggs but that's not as common and the typical quail has around 12 to 13 babies.
However some quail do not survive since baby quails as well as chicks have a pretty high mortality rate which means only around 5 to 30 percent of baby quails grow into adult quails.
So the quails usually have more baby quails than you typically might see survive.
