If the railroad tracks are clear and no train is coming down the tracks and the crossing arms are not down then you do not have to stop at the railroad tracks.

But for safety reasons you should always be fully alert around railroad crossing because even if no train is coming some other railroad equipment or a railroad truck could be coming down the tracks and could crash into your vehicle when you're crossing it.

It's always recommended to slow down and proceed with caution and look both ways down the railroad tracks to be sure it's clear of any other railroad equipment that could be working on the railroad tracks.

But if the crossing arms are coming down and the lights are flashing that means that a train or railroad equipment is approaching soon and you need to stop and are required to legally stop at the railroad crossing then.

It's the safest thing to do as well.
