When your cat starts panting like a dog after it's been playing it's probably because the cat is just tired and trying to catch it's breath again.
My two cats will run around and play and then if they've become to exhausted they'll sit there and pant like a dog for awhile.
Then after around 30 minutes to an hour of panting the cats will stop panting and usually either go to sleep or start running around again.
