The cold weather can freeze plants when it's cold enough outside but the Wind Chill will not have any effect on the plants.
Unlike Humans Plants do not feel the heat being taken away from them since they do not produce heat like our bodies do.
Wind Chill makes our bodies feel colder because it's taking the heat away from our bodies but plants are not affected in that way.
But still if it's cold enough out the plants can freeze and die.
