When you're renting a home or apartment and you're the tenant then the landlord is the one responsible for painting the interior of the home or apartment when needed.

If the paint is in good condition then it doesn't have to be painted until it is bad enough to where the place is unlivable.

A landlord cannot make the tenant responsible for repainting the interior of the home or apartment as any part of the lease.

The landlord can however require that the tenant repaint the apartment or home back to an original color if they let the tenant repaint to another color while they're living there when they move out.
