Do telephone wires carry electricity?

Yes landline telephone line wires do carry some electricity and the telephone line carries a bit more voltage when the phone rings.

A telephone line normally carries 48 volts which is unlikely to shock you if you touch the phone line but when the phone rings the telephone line spikes to 90 Volts which could shock you.

Also when the telephone comes off the hook the voltage on the telephone lines drops to as little as 9 volts.
