Shiplap and tongue and groove boards are similar but Shiplap boards are milled to create a rabbet joint on the boards so that the boards can be stacked together to create siding on a house or building.

Shiplap siding is sometimes also installed inside homes on walls as well.

Tongue and groove boards have a joint milled where they can interlock with each other and joint together and are mostly used in flooring.
