You can bring frozen water on a plane but the frozen water must be completely frozen and not melted at all.
If the frozen water is partially melted and not fully frozen then TSA will not allow the partially frozen water through the security.
So make sure it's all the way fully frozen and you'll be allowed to bring the frozen bottle of water on the plane.
