Yes you can install a nest doorbell on a stucco house with the proper drill bit and anchors.
Use some of those plastic anchors that slide into a drilled hole and then put the screws into those screw anchors and the plastic screw anchors will tighten up as you tighten the screws.
Those anchors are the same anchors you'd use for mounting things to concrete using screws.
