When weighing yourself you should strip down to either naked or to at least your bra and panties or if you're a guy just strip down to your underwear.
The other clothing and shoes will add at least 1 lb or 2 lbs to your weight and by not having those clothes on you get a more accurate weight.
When I'm at the doctors I always wear my clothes but the doctor subtracts the weight of my clothing which she says is around 2 lbs but I do remove my shoes.
At home I strip down more and wear only my bra and panties to get a more accurate weight reading on my weight scale.
