When you have swollen turbinates you usually also have increased nasal congestion and when you have increased nasal congestion it can lead to and cause sleep apnea.

Nasal Obstruction can also be caused by deviated septum, polyps, allergies as well as the swollen or enlarged turbinates.

You can have surgery performed which will reduce the size of the enlarged or swollen turbinate and sometimes nasal sprays can help with the swollen turbinates but if not then you should see a doctor and possible get turbinate surgery.
