If you paint over the peeling latex paint or other peeling paint then the paint job won't be as good and your paint will likely peel off once again.
You should scrape off the peeling paint and then sand the area down and then apply some primer before painting the wall again.
The primer will help the new paint stick better and when you get rid of the peeling paint it will look much better.
