Most States have laws in place that is known as the Cold Weather Rule that prevents and forbids an electric utility, natural gas supplier etc from shutting of your natural gas or electricity since you need the electric and natural gas for heating during the winter months.

During the cold weather rule the utility has to keep your electric or natural gas on even when you cannot make payments but you should try to pay as much as you can because after the cold weather rule ends when spring comes then you'll have a higher bill that will be harder to pay and then they can shut your electric or natural gas off.

The cold weather rule goes into effect on November 1st to March 31st which was enacted in the year 1983 to help keep peoples heating on during the cold weather.

Some places forbid disconnection of electricity in the summer when it's really hot out but other places don't have that rule.
