A bad run capacitor can cause a motor to not start up or could cause the motor to slowly start up and hum for awhile before it actually starts running.
A slow motor is also another symptom of a bad run capacitor.
If your motor spins freely such as on the furnace blower motor but it hums for awhile before starting then the run or start capacitor is likely bad and needs replaced.
