If your basement has windows and is properly sealed up from the wind then the wind chill should not affect the water or drain pipes in your basement.

But the pipes can still freeze in a basement if the pipes are not insulated or the basement is too cold.

The pipes in my basement used to freeze on really cold days but what I did to fix that problem was to put an air duct on the furnace piping that I could open and close just for the basement when it got really cold.

When it did get really cold I would open the furnace air duct just a little bit to get enough heat into the basement to keep the basement above freezing.

Or you could drill a few tiny holes into the air ducting to allow just enough heat into the basement to keep the pipes above freezing if it gets really cold in your area.

Or put a wood stove in the basement and build a small fire that will keep the pipes from freezing.

Basements should seal off the pipes and protect them from the wind so the wind should not be able to get to the pipes in the basement and freeze them.

But if the weather dips below freezing then the pipes in the basement could still freeze but it would have to get really, really cold for it them to freeze in the basement.

Even though the pipes in the basement should be protected and pretty safe from freezing it's still a good idea to leave your water faucets running at a slow trickle to keep water moving through the pipes especially if it dips below freezing.

Leaving the water running at a slow trickle can help prevent pipes from freezing up even if your pipes are in the basement.
