Yes indeed eating your own skin is a form of cannibalism but it's only cannibalism on yourself and not cannibalism against other people.
When a person eat's their own skin it's known as Self Cannibalism which really shouldn't be done because it can lead to infections of your skin but it's much better than eating other peoples skin or other people.
