Dogs can survive on just eating meat if that's all the dog has to eat but for a dog to stay healthy you should also add dog food and vegetables as well as rice to the dogs meat diet.
Eating meat alone can cause the dog to get unhealthy and possibly overweight which is bad.
Just like humans dogs need more food types instead of just meat otherwise you risk becoming unhealthy so if your dog eats just meat and not dog food along with the meat then it could become unhealthy and develop heart disease and other problems.
Although most dogs live only 12 to 18 years depending on the size of the dog so if you want to give the dog just meat then it's okay but your dog will be much healthier if you feed the dog dog food as well as rice and other vegetables.
