Can water freeze above 32 degrees due to wind chill?

Yes the wind chill can cause water pipes to freeze and cause water to freeze even when the temperature is above 23 F.

When the wind is blowing it cools the objects and water down faster just like the wind chill cools our bodies down faster making us colder.

So if the weather is above 32 F and the wind is blowing causing the temperature to feel colder than it is then water and wipes can freeze and should always be protected.

Leave faucets dripping to prevent the water from freezing and possibly bursting the water pipes.
