Can wind chill freeze pipes?

Yes wind chill and wind can cause pipes to freeze and even without the wind if the temperature is low enough outside as in below freezing the pipes can and will freeze if not insulated and protected from the cold.

The wind chill causes pipes to freeze faster because the wind cools off the pipes faster than it would if it were not windy out.

When it's expected to be below freezing always allow your faucets to trickle throughout the day or night when it's below freezing and protect and insulate any exposed water pipes.

You should also buy some heat tape that comes on and warms up the pipes when it's below freezing.

When it's windy out the wind cools the water pipes much faster just like it cools our body off faster and so the pipes will freeze faster if the wind starts blowing and you get a wind chill.

Be sure to protect and insulate water pipes especially ones that may be exposed to the wind and leave faucets running at a slow trickle when it's expected to be freezing.

You can also use some heat tape wrapped around the water pipes that comes on when it gets cold to keep the water pipes above freezing.
