People in heaven being able to see people on earth is not confirmed explicitly in the Bible, so we're unsure on whether or not people in heaven can actually see people on earth.

Although some people do believe that there's a cloud of witnesses which is mentioned in Hebrews 12:1 watching us on earth and other people argue that heaven's joy precludes observing earthly suffering.

The answer as to if people in heaven can see people on earth is possibly yes, at least sometimes

Supporters suggest that the "great cloud of witnesses" in Hebrews 12:1 also implies saints in heaven are cheering on the living and Jesus' mention of joy in heaven over a repentant sinner suggests an awareness of events here on earth.
