If someone is being shocked by a live wire in your house you should first if possible find the circuit breaker and kill the electricity to the wire.
If you don't know what breaker it is just shut the main breaker off and if not possible to shut the electricity off try finding a plastic pipe or something plastic or rubber that is not a conductor of electricity and use that to lift the live wire off of the person.
If you don't have anything insulated to remove the wire with and can't kill the power to the wire or circuit then don't try touching the person because you'll become a victim as well and be electrocuted too.
