A flashing red light is basically the same as a stop sign so if you see a flashing red light it means to come to a complete stop and look both ways before proceeding into the intersection or making a turn.
So when you see a flashing red light or even a flashing yellow light slow down and come to a complete stop and then if no other vehicles are coming you can then proceed on through the intersection or make a turn if safe to do so.
