A car should still operate and the engine should run just fine even if the catalytic converter has gone bad and is no longer working like it should.
However if the catalytic converter has become fully plugged then it won't allow the engine to run properly or at all.
There's no danger though in driving a vehicle with a failing catalytic converter though as it's mainly an emission tool for the vehicle to help with clean air.
