Excessive can cause power outages however it's not the excessive heat that is the direct cause of the power outages but instead it's the high electricity usage.

During excessive heat people turn on their air conditioning which uses a lot of electricity especially the commercial central air conditioners.

That use of electricity strains the electricity grid and can then cause a main circuit breaker in the power transmission line to trip which causes the power outage.

Heat can also sometimes cause power lines to sag which could cause them to come into contact with trees etc which could also be a cause of the power outage during excessive heat although it's mostly caused by over use of the electric grid.
