If the condition is serious enough or life threatening then no a hospital cannot refuse to treat a patient if they have no insurance or have no ability to pay for the medical services.

A hospital must treat a patient who comes into the hospital emergency room especially if the condition is threatening to the persons life or if the person is severe injured.

In most case a hospital will treat any condition even if it's not very serious and then bill you later because they could potentially get into trouble.

By law hospitals are required to treat patients when they come into the hospital whether through Ambulance or through private vehicle.

Hospitals cannot legally turn down people that have a medical need for the hospital to treat and they must treat the patient even without health insurance or any other way to pay for the medical treatment.
