When a truck says not for hire it means that they don't carry passengers or other peoples property on that truck for compensation.
For hire means that the truck carries either passengers, vehicles etc for compensation such as a tow truck who picks up vehicles and gets paid to tow those vehicles that would be a for hire truck.
If you're just using your truck to haul your own personal vehicles or scrap vehicles that you pickup then that would be a not for hire.
