Yes when bringing your small dog or other small pet on the plane with you you'll be able to go through the TSA Precheck with the dog or other small animal.
During the Precheck you'll have to remove the collar and leash and hold the dog in your arms.
The collar and leash will need to go through the X ray belt scanner.
Once you've passed that check then you'll be able to put the collar and leash back on the dog.
