A friend of mine has a Russian Blue cat and yes he is very friendly and affectionate once he gets to know you.
If the Russian Blue cat doesn't know you well then it may not be as friendly but overtime as he or she gets used to being around you then the Russian Blue cat is a very friendly and loving cat.
Also if the Russian Blue cat is raised around dogs and children they tend to get along really well.
