You could put fiberglass insulation over cellulose insulation as long as the old insulation is not damp or wet.
Most people just leave the existing insulation in their attic and then blow more insulation in on top of the existing insulation or lay some new insulation on top of the existing insulation.
The more insulation you have the less heat or coolness will escape from your home which saves energy and money on heating and cooling costs.
