Do older dogs lose bladder control?

Yes as dogs get older and older they tend to lose bowel control as well as bladder control so your dog may start urinating or pooping on the floor without being able to control it.

As a dog gets older and incontinence becomes a problem then you should put some incontinence pads down on the floor for the dog so that they will hopefully use the pee pad instead of the actual floor.

You might also try some disposable dog diapers with a hole cut out for the tail but you'd have to change the diapers and I would find it easier to just clean the floors or remove the puppy pee pad and throw it away instead.
