What causes electrical power to slow down and then speed up?

Electricity doesn't really slow down or speed up on the line but if you're referring to things such as fan motors or other electrical motors speeding up and slowing down then that can be caused by voltage drop on the electrical transmission line.

When more electrical power is used it can cause the voltage to drop on the wires and that is what causes the electrical motors to speed up and slow down.

The drop in voltage also causes lights to dim as well.
