If the bad wiring in your home is creating resistance due to shorting out then yes the bad wiring could cause a higher electric bill than normal.
But if your wiring is that bad then it really needs to be replaced as soon as possible due to the risk of it catching your house on fire by shorting out and overheating.
Other than that the wiring shouldn't cause any problems with the electric bill unless it's shorting out.
