Yes tornadoes can come and form during rain and it can be raining outside while the tornado is in action.
But most times rain begins first while a tornado is forming approaching and then once the tornado gets to the area it quits raining while the tornado is there doing it's damage.
Tornadoes don't depend on rain to be able to form the tornado but usually if large hail is present then a tornado could be close by.
