Putting the car seat on top of the shopping cart seat is not considered to be safe since the center of gravity could cause the shopping cart to tip over causing your baby to fall out.
So if you need to place your babies car seat in the shopping cart put the babies car seat in the basket part instead.
Also Always make sure the straps to the car seat are snug against your baby.
