Yes in Michigan and any other states a driver can legally make a left turn on a red light but the driver can only make a left turn on a red light from a one way street and onto a one way street.
You need to signal and stop for a red traffic light at the marked limit line and If there's no limit line then you need to stop before entering the crosswalk.
If there is no crosswalk, you have to stop before entering the intersection before making the left turn on the red light.
