Do some red traffic signals change only when a car is at the stop line?

Yes some traffic signals will only change when your vehicle is parked and stopped at the marked stop line.

So when stopping for a red light be sure to always stop on the marked stop line and never stop half way out into a crosswalk.

I notice some people stop halfway into the crosswalk but you shouldn't do that since the crosswalk is for people to walk across while the vehicles are stopped.

If there's a crosswalk then almost always the traffic lights are wired to only change when you stop at the stop line.
