Although it would seem that you would lose more weight when not eating enough it can be true that you can put on weight by not eating enough.

Some people do put on more weight when they're not eating enough while other people lose weight by not eating enough.

When you don't eat enough then your body can decide to burn fewer calories so it helps you put on more weight.

Your body also goes into starvation mode when not eating enough which causes your body to store fat and once again stop burning calories and not eating enough also causes more stress to be put on your body.
