To get cash from your credit card without a cash advance you can try using your credit card to make a payment into your Paypal account.

Then use a Paypal prepaid card withdraw cash.

Other than that if you don't have cash advance available on your credit card you won't be able to withdraw cash whether at an ATM or bank or any other way.

A cash advance on your credit card will also incur associated fees.

It's best to just use the credit card for the purchases and then pay the bill back.
