If you don't have a credit card or can't get a credit card and need to verify your Paypal account you can get a prepaid debit card through Walmart or other stores and use it for verification purposes.
I used a bluebird American Express debit card for verifying my Paypal account and it worked just fine.
I use my bluebird card account and bluebird card for direct deposit of my paycheck as well and use it like I would any other debit card.
Bluebird debit card has no fees to use or keep it.
You can order a bluebird card for free on bluebird.com or pick up a bluebird temporary card at Walmart for $1.00 although you'll need the actual bluebird debit card with your name on it to verify the Paypal account so I recommend going to bluebird.com like I did and request a card be sent to you for free.
